Latvia Site Updates itsonlyme Admin  Nr.8

Fixed the pste type in the file selector, updated the rules (mostly for my own convenience forgetting if I have to capitalize the capcode), and noticed some typos in the configuration.
Added HTTP-only access at http subdomain, not recommended.
Will be working on video thumbnail bug again next, and hopefully fix this time.

Server maintenance, and finally fixed the thumbnail bug.
After all this time of picking at the code only now do I realize that GraphicsMagick and ImageMagick are not interchangeable, and that this specific piece of code relied on the ImageMagick command line SPECIFICALLY.
The more you know.

I also rewrote the ffmpeg code to be less anal about mp4s, and to support a wider variety of video file formats. I have not tested it before posting it.
